The PCA will act as Registry and Appointing Authority under the new UN Administrative Instruction for Consultants and Individual Contractors

On 1 August 2026, the revised Administrative Instruction of the United Nations for consultants and individual contractors was promulgated. Annexed to the Administrative Instruction are the General Conditions of Contract for the Services of Consultants and Individual Contractors

The General Conditions include a revised dispute resolution clause providing for arbitration under the UNCITRAL Expedited Arbitration Rules, with the PCA acting as Registry and the PCA Secretary-General serving as Appointing Authority.

This development reflects the PCA’s recognized expertise in international dispute resolution, particularly in matters involving international organizations, and offers a further opportunity for the Court to draw on and contribute its experience in this important field.
